Suko na! Katigbak admits getting new franchise may not be in ABS-CBN’s plans

ABS-CBN has given up trying to get a new franchise more than two years after getting yanked off the air.
During the former media giant’s annual stockholders’ meeting, ABS-CBN president and CEO Carlo Katigbak said: “The filing of a franchise bill is initiated by a member of Congress, not ABS. We understand there has been a filing. At this time we have yet to decide whether a new franchise is aligned with our strategic plans.”
Over the last two years, Katigbak has streamlined ABS-CBN’s operations by laying off employees, cutting wages and production costs, and shutting down unprofitable businesses while focusing on content production and distribution on digital platforms and alliances with TV5, A2Z, and GMA7.
“We hope to continue with GMA as well as other partners here and abroad as part of our declared mission to reach audiences everywhere,” said Katigbak.
“We continue to work with TV5 and other partners. As of today, our partnership (with TV5) has taken the form of content licensing and content sharing agreements,” he added.
Katigbak expressed confidence ABS-CBN would return to profitability in the “near term” after racking up total losses of P23.21 billion from 2019 to the first quarter of 2022.
Spurred by then President Rodrigo Duterte, Congress rejected ABS-CBN’s application for a new franchise two months after the National Telecommunications Commission ordered the Lopez firm to stop broadcasting on free television following the expiration of its franchise.
Makabayan bloc filed House Bill No. 1218 granting ABS-CBN a new franchise three weeks ago.
ABS-CBN, however, has been engaged in talks with TV5 in the last few months for a possible alliance that would enable the firm to return to free TV by piggybacking on the franchise owned by the group of bilyonaryo Manny V. Pangilinan.

Makabayan solons file bill seeking ABS-CBN franchise renewal

Lawmakers from the progressive Makabayan bloc on Tuesday filed a bill seeking to grant ABS-CBN Corp. a fresh 25-year broadcast franchise.
House Bill No. 1218 was introduced by Alliance of Concerned Teachers (ACT) party-list Rep. France Castro, Gabriela Rep. Arlene Brosas, and Kabataan Rep. Raoul Manuel.

The solons explained in their bill that the shutdown of ABS-CBN Corp.'s broadcast operations was because "the then-highest political power in the land 'used the presidential powers' to tell Congress to revoke it."
"ABS-CBN Broadcasting Network was pushed off-air, forced to sign off, with a vote of 70-11 and a personal feud the circumstances of which are entirely admitted by the president himself,” the measure’s explanatory note said.
In a speech after the oath-taking of his son, Davao City Mayor Sebastian "Baste" Duterte, last June 27, then-President Rodrigo Duterte said he really targeted ABS-CBN and "used the presidential power to tell Congress" about his allegation against the network.
ABS-CBN was forced to shut its broadcast operations in May 2020 on orders of the National Telecommunications Commission upon the expiry of its previous franchise. The regulator initially told lawmakers it could issue the media company a provisional authority as its franchise renewal was already being tackled by the House of Representatives at that time.
Two months later, or on July 10, 2020, the House Committee on Legislative Franchises denied ABS-CBN's new franchise application despite relevant government agencies clearing the network of alleged irregularities and amid the COVID-19 pandemic.
In the new bill, the Makabayan lawmakers noted that the non-renewal of ABS-CBN Corp.'s franchise had repercussions on the freedom of the press and democracy, as well as on the people's livelihood as the company was forced to lay off thousands of its employees, talents, and non-regular workers in August 2020.
“The non-renewal of ABS-CBN’s franchise could be construed as an act against the Constitutionally-protected freedoms, especially of the right to a free and independent press," the solons said in their proposed measure.
They also cited Section 4 of the Bill of Rights in the 1987 Constitution, which guarantees the freedom of speech, expression, and of the press, as well as the right to peaceful assembly and petition.
The urgent passage of the bill, they said, can be considered a challenge for Congress "to stand for freedom and democracy."
“We live in a time that democracy is walking on a knife’s edge; authoritarianism once again is on the rise. Disinformation, fake news, and historical amnesia reign. In times like these, democratic institutions such as the press are embattled. If the environment is such that media outfits are shuttered rather than allowed to be robust and independent, where truth is muted and turned off rather than broadcast, then our democratic spaces are shrinking indeed,” they said.
The company had been the subject of the ire of Duterte, who is 2019 said he would see to it that ABS-CBN would be out.
During the 2022 election season, then-presidential candidate Ferdinand Marcos Jr. said the fate of ABS-CBN's franchise renewal will be up to Congress.

RTVM Turns Over 18,000 Video Materials to FDCP’s Philippine Film Archive
A total of 18,222 audiovisual materials from the Presidential Broadcast Staff – Radio Television Malacañang or RTVM were formally handed over to the Philippine Film Archive (PFA) of the Film Development Council of the Philippines (FDCP) in a ceremony held last Thursday, June 2 at the Cinematheque Centre Manila. The event was attended by the FDCP staff and RTVM management committee, and Research and Archive employees.
In line with its mandate to preserve and protect the country's historical and cultural heritage, the FDCP has signed a memorandum of agreement with the RTVM to formally accommodate the preservation, restoration, and maintenance of the latter's video collection of President Fidel V. Ramos to Benigno S. Aquino III from 1992 to 2016. The partnership between FDCP and RTVM commenced in January 2019 but was interrupted by the COVID-19 pandemic and resumed the inventory last October 2021 until May 2022.
RTVM Research and Archives Division Head Dulce Amor Quintana shares her excitement for the new home of the collections during her opening remarks: "The cataloging, inventory, and archiving of these tapes took us three years to finish due to the COVID-19 pandemic. And today, we are elated to celebrate with you the formal turnover of these historic assets, a perpetual asset of RTVM and the entire country as well."
"Today’s event highlights the partnership of FDCP and RTVM back in January 2019. The MOA acknowledges the need to provide proper storage, preservation services to RTVM’s audiovisual collection from 1992 to 2016," said Assistant Secretary Dennis Wilfred Pabalan, Acting Executive Director of RTVM.
"Napakahalaga in the future, ‘pag tayo ay mga lolo’t lola na, yung mga apo natin, mapapakita natin sa kanila ‘yung mga videos na pinagtrabahuhan natin for the presidents," he added.
FDCP Chairperson and CEO Liza Diño shared the significance of this partnership and the materials, "This is RTVM’s gift to us all and one that is so important because of what we can learn from it as regular citizens about how a government works. These videos have explanations and clarifications that will foster a better understanding of how decisions for our nation are arrived at, watching these recorded events in our archives will be like eavesdropping on the nation’s most meaningful moments, enlightening us with the conversations and resolutions that sealed our faith as a country, and today we seal the deal to take excellent care of what has been handed down to us in honor of the leadership, integrity, and inspiration in these audiovisual records."
The PBS-RTVM was created through Executive Order No. 297 by President Corazon Aquino on July 25, 1987. Since then, it has been involved in numerous broadcast operations with the sole responsibility of documenting the incumbent President’s activities for news dissemination and archiving purposes. RTVM also serves as video repository of all the Philippine presidents’ events since 1987.
To date, RTVM has turned over the audiovisual tapes to the foundations of former Presidents namely, the Ninoy and Cory Aquino Foundation, Ramos Peace and Development Foundation, and President Estrada’s MARE (Masa Ang Riwasa ni Erap) Foundation.
(UPDATED) After RTVM, Catholic Charismatic group El Shaddai DWXI Prayer Partners Fellowship International, Inc. and noontime show producer TAPE, Inc. will turn-over video materials to FDCP’s Philippine Film Archive soon as part of efforts to preserve and protect the country's historical and cultural heritage.

ROBREDO INAUGURAL: THE DAY OF THE MASA HAS COME
President Leni Robredo's good luck charm, if he has Manila, July 1, 2022 - President Leni Robredo yesterday vowed that her 6-year term will be the "Time of the Common People" as he pledged to use the powers of the presidency to give the "masa" (common people) a fairer share int he national wealth and a bigger stake in their own country.
"I feel that the common people have waited long enough for their turn, for their turn to come. That day is here, it is now the turn of the masses to experience liberation," she declared in her inaugural address, delivered in Tagalog before the biggest crowd ever gathered at the Rizal Park.
Various estimates placed the size of the crowd at between one and three million, shadowing the number gathered by former president Corazon Aquino and former Manila Archbishop Jaime Cardinal Sin for their anti-charter change rally. It approximated the throngs that greeted Pope John Paul II's visit to Manila for the 10th World Youth Day on January 15, 1995.
In her speech, She vowed to make the poor the first to benefit from whatever economic gains his administration would achieve, saying the past administrations had focused more on stabilizing the economy and ensuring a conducive climate for business.
"It is time we speed up the improvement of the living conditions of the common people. In the six years of the Duterte administration, the economy was paying big dividends to its biggest shareholders. This time, why not to the common people as well for a change? Must we always measure progress only by the golf courses of the rich?" Robredo said. "Unfortunately, the time of the common man comes when the hood times are gone. But this time, things will be different. What wealth will be generated will be more equitably shared. What sacrifices are demanded will be more evenly carried."
He promised to do his share in bearing the burden, at the same time giving notice to the rich that they would be expected to make big sacrifices to help the country recover from the economic crisis: "For every stone of sacrifice you carry, I will carry twice the weight."
"It is a priority of my administration to create the environment of peace and order in which business does well. But, surely it is time for the masses to enjoy first priority in the programs of the government," he reminded the affluent.
She also vowed to use all his powers to stamp out crime, big and small.
"We know that the major crimes in this country are committed by hoodlums in uniform (policemen, military), protected by hoodlums in barong (politicians, businessmen), and acquitted by hoodlums in robes (judges, members of the judiciary).
Under his government, Robredo said, "there will be no excuses, no exception" in prosecuting criminals. Referring to her term as head of the anti-crime body which the Duterte administration cut short, Robredo said ominously: "This time, nobody, nobody, and nobody will clip my powers."
She warned favor-seekers not to use their connection with her, her friends, or members of her family to get what they want from his government and appealed to congressmen to use their pork barrel funds for tuition subsidies.
