Show me the money!

WHAT’S this thing we have with world class athletes? Seems to me that our national federations always have issues with funding matters and monetary disputes with the best and the brightest. That’s why Wesley So chose to leave and now plays under the Stars and Stripes. That’s why no one blames Yuka Saso for choosing Japanese citizenship to play under the Rising Sun. Even an Olympic boxing silver medalist had issues with the goodies promised him after his medal winning ways – and though this wasn’t really a national federation issue maybe the boxing federation officials should have taken it upon themselves to make sure the pledges were delivered.


Then there was Hidlyn Diaz who for a while had to beg for support from the public.


And now we have the issue with the pole vaulter, EJ Obiena, who the track and field federation accuses of mishandling funds and not paying his coach.


I think his Russian coach has said he has been paid. I may be wrong but I do not think EJ would have been able to compete post-Olympics with his coach by his side if the latter was being asked to serve “pro bono.” And I am also almost “inspired” to quip that if mismanaging training funds by an athlete brings him so much glory (and the country as well), then better that the athlete himself manages his own funds than have sports officials do it for him.


Don’t you agree?


How many times in the past have we been witness to funding disputes between federations and athletes, with the latter usually saying they hardly see a centavo of the monies supposedly meant for their training, and for board and lodging? Also, how many times have we seen Philippine delegations to sporting events numbering in the hundreds – but with more government officials than athletes in attendance?


And now that we clearly have world class athletes in Diaz and Obiena and Carlos Yulo and our boxers, we still seem to be affected by the same issue (at least some federations appear to be) of fund disputes that range from lack of support to fund misuse.


Maybe it might be far better to leave funding totally to the private sector and keep taxpayers’ money out of it? You can bet that company corporate governance rules will result in far more efficient and effective use of sports funding.


Speaking of public funding, the term of Atty. Danilo L. Concepcion (or PDLC as he is called in the UP Community) has about two years to go, and yet one of his pet projects still hasn’t seen the light of day – the PGH hospital in Diliman.


I’ve written about this some time back, how this was a dinner table topic of discussion between my parents (faculty members of the UP Colleges of Medicine and Nursing) as early as the 1970s when (if I got my UP history right) the UP President was OD Corpuz and the PGH director was Dr. Gabriel G. Carreon. My parents were excited about the idea of a teaching hospital in Diliman while PGH in Manila was to be converted into a full-service facility. But nothing happened. I think Dr. Carreon has passed away. So has Dr. Corpuz. My mom died almost 30 years ago, and my dad five years ago.


That’s why when PDLC told me about his plans I was overjoyed. A dream of my parents was going to come through in my lifetime. Yes?


No one wants to tell me what the status is but is it true that the papers are stuck on the table of the Secretary of Finance?


Imagine if work on the hospital had started in 2016. When the pandemic hit us last year, it most probably would have been ready. Whether it would have had 100 beds or 200 or even 1,000 – do we ever suffer from a surplus of beds in quality hospitals?


Whether it is sports funding or hospital funding I don’t think money is the problem. The cause is good, a necessity even. It is about time that we put less focus on what we have to spend and more on why we have to spend and spend now!

Down to two?

 IT’S too early, I know, to make a call on the race for the Philippine presidency, given that the campaign period has not even started and there’s still a lot of questions up in the air that remain unanswered.


But with the end of the substitution period, the withdrawal by a number of individuals and the substitution by others, the picture is a bit clearer for everyone to see: the main contenders for the presidency are, in no apparent order, Bongbong Marcos, Leni Robredo, Isko Moreno, Panfilo Lacson, Bong Go, and Manny Pacquiao, plus Leody de Guzman and retired Gen. Antonio Parlade Jr.


Bong Go and Antonio Parlade are the last-minute additions; Go decided to run for president after Sara decided to run for vice president, while Parlade decided to run for president because Bong Go decided to run.


Go, says Parlade, is part of the problem. Hmmm.


A friend of mine from GenSan who was happy that Duterte won in 2016 (and who voted for Cayetano) surprised me the other day when he said that he and his family were going for the BBM-Sara ticket in 2022. Why, I asked, when PRRD was backing Go as his presidential candidate? “Sara kami,” he said, “and di nga namin maintindihan bakit ganyan si Duterte.


Never rin naming iboboto si Bong Go: di nga niya alam papano mag-senador, mag-presidente pa?” (Parlade should be smiling).


He also said that his in-laws, who went Duterte-BBM in 2016, are now going BBM-Sara.


That honest “confession” validated what I was thinking – that the Duterte 16M of 2016 is cracking at the seams. Or has already cracked, as a gaming businessman told me. There are those who remain loyal to the President and will follow him as he follows Bong Go, but there are more of those who are now breaking with the President to follow his daughter, as she partners with BBM.


Frankly, that’s not good news for the DDS World which, I suspect, is still trying to make heads or tails over the last-minute substitution by Bong Go and the decision both of Go and the President to run under the PDDS party instead of the erstwhile “ruling” PDP-Laban.


In fact, PDP-Laban is now a mockery of its old self. (Just ask Sen. Bato dela Rosa for the definition of “mockery”).


But there’s more. I asked my GenSan friend another question: what if the speculation is true and someone gets BBM disqualified? Who will you vote for? His answer was even more surprising. “Mag-Ping or Leni na lang kami boss.” His reasons? He doesn’t think Bong Go is qualified, he thinks the same of Pacquiao, he thinks Isko is too ambitious, and he doesn’t know who Leody is.


Ping or Leni? The 16M coalition cracks some more.


Again, I have to repeat: it’s too early to make a call. Many things can happen between now and May: someone may still withdraw, some may still coalesce, heck (knock on wood) someone may still die. Any or all of these happening will surely throw every forecast out the window and make the race anybody’s ballgame. But, as things stand, as of this writing,


I think I can conclude (to myself at least) that at this early stage the race for the presidency is down to two.


Marcos vs. Robredo. The dream matchup I’ve always wanted to see.

Pres’l aspirants share their plans on first 100 days in office

Five presidential candidates have shared their plans during the first 100 days in office during the 47th Philippine Business Conference and Expo organized by the Philippine Chamber of Commerce and Industry (PCCI) on Thursday.


The presidential aspirants in the May 2022 elections include Manila Mayor Isko Moreno, Senator Bong Go, Senator Panfilo Lacson, Senator Manny Pacquiao, and Vice President Leni Robredo.


Former Senator Bongbong Marcos was invited, but a staff of PCCI said he “sent his regrets to us”.


All five aspirants have a common goal in their first 100 days in office—to end the pandemic and push for economic recovery by strengthening the health care system and creating more jobs for Filipinos.


Go targets the Philippines to return to or surpass the pre-pandemic level and achieve financial stability in the first 100 days in office.


He said he will also double the number of Malasakit Centers across the country, which is now at 149 centers; build 10,000 to 20,000 new sites across the country to support the existing WiFi for All program; and the creation of departments for disaster resilience, migrant workers and overseas Filipinos, and a center for disease and control to focus on country’s surveillance capacity.


Pacquaio shares the same goal of returning to pre-pandemic economic growth by providing jobs, sustainable livelihood, and improving the health care system.


The retired boxing champ also aims to give housing to informal settlers.


Robredo said once she wins the presidential race, she will increase the support for healthcare workers, expand the hospital capacity, and make Covid-19 testing accessible to more Filipinos.


She aims to accelerate the rollout of Universal Health Care (UHC) by enlisting every Filipino in the UHC system in the first three months.


The Vice President added that her administration will allocate PHP216 billion for providing Filipinos their basic needs without forcing them to go to work,


While continuing the free vaccination program, stockpiling of Covid-19 medicines will also be a priority of her administration in the first 100 days in office.


Free vaccination and preparation of resources to access affordable newly developed Covid-19 pills are also the focus of Lacson in addressing the current pandemic.


He is also pushing for free testing and treatment and data-driven contact tracing.


But in the first days of his office, Lacson said he will sign the waiver of his rights under the bank secrecy law and encourage all his Cabinet members down to the rank and file to do the same.


He said this will signal the restoration of trust of people in their public officials.


For Moreno, he will reduce the number of undersecretaries and assistant secretaries in government agencies and will prioritize qualified career service persons in key government positions.


Although not for the first 100 days but for the first two years of his term when elected in the top position, Moreno said his administration will focus on reviving and rehabilitating the economy.

Congress approves penalties on acts desecrating flag, National Anthem and other heraldic items

Singing the National Anthem in various styles or desecrating the Philippine flag would soon be a criminal offense following today's approval by the House of Representatives of House Bill No. 10323, "An Act Prescribing the Code of the National Flag, Anthem, Motto, Coat-of-Arms and Other Heraldic Items and Devices of the Philippines."


The House Committee on Basic Education and Culture, chaired by Rep. Roman Romulo (Pasig) sponsored the floor deliberation of the Committee Report 1276, the consolidated measure seeking to protect the National Anthem, the Philippine flag, and other heraldic items and devices.


"Congress has given more teeth to government's campaign to invigorate respect, patriotism, and love of country, instilling in the citizens' consciousness the nation's history and, as a nation, a reminder to continuously struggle for justice, equality and freedom which the national flag, anthem, motto, coat-of-arms, and other heraldic items and devices signify," Escudero said.


Romulo said the respect accorded the use of the National symbols form the base of good citizenship and must be reiterated and strengthened.


Under the measure, violators face a fine of 100,000 and imprisonment of two years.


The bills approved by the housing body is a consolidation of House Bill Numbers 1095 or "An Act Amending Section 24 of Republic Act No. 8491, otherwise known as the Flag and Heraldic Code of the Philippines" authored by Rep. Ron Salo (Kabayan), House Bill No. 2748 or "An Act Strengthening the Rules on the Proper Use and Display of our National Symbols and the rendition of the national anthem, repealing for the purpose Republic Act No. 8491, otherwise known as the 'Flag and Heraldic Code of the Philippines' authored by Reps. Rufus Rodriguez (2nd District, Cagayan de Oro) and Evelina Escudero (1st District, Sorsogon).


"The increase in penalties could create awareness of the citizens' patriotism and nationalism, to Filipinos of all ages," Rodriguez said.


"Some violations usually happen in cinemas where moviegoers do not even stand up when the National Anthem is being played," Rodriguez said.


The bill empowers the security personnel and ushers in movie houses to arrest a violator and summon law enforcement officers to assist in conducting citizens' arrests.


The measure also requires all citizens to stand at attention and sing with fervor, as a sign of respect, when the National Anthem is played at a public gathering.


Romulo said the measure intends to polish the conceptual outline of the law for clarity. "The bill now has more teeth. It aims to update the law in the light of contemporary changes in attitudes and idioms."


Prohibited under the measure are the various Interpretations of "Lupang Hinirang" which deviates from the musical arrangement of the composer Maestro Julian Felipe.


Under the bill, the National Anthem should be sung in a marching-type tempo, within the range of 100 to 120 metronome, in 4/4 beat and 2/4 beat when played.


Using the Philippine flag and other heraldic items and devices as an advertising tool for political or private purposes, and as clothing or fashion accessory other than prescribed shall also be prohibited.


The National flag, anthem, seal, motto, coat-of-arms, and other heraldic items and devices, are not to be mutilated, defaced, defiled, trampled on or cast contempt, or commit any act or omission casting dishonor or ridicule upon it.


The flag may be used to cover the casket of the honored dead of the military, veterans, national artists, and of civilians who have rendered distinguished service to the nation, as may be determined by the local government unit concerned, but not to be lowered to the grave or touch the ground, and shall be folded solemnly and handed over to the heirs of the deceased.


The measure also requires all government and private offices as well as Filipino residences to display the Philippine flag from May 28, the National Flag Day to June 12, the Independence Day of each year, declaring the period as Flag Days.


Under the bill, the National Historical Commission of the Philippines shall be responsible for the strict enforcement of the measure and shall submit the implementing rules and regulations to the Office of the President and Congress of the Philippines and may include other acts or omissions which shall be deemed disrespectful, relative to the flag, national anthem, great seal, coat-of-arms, the national motto, and other heraldic items and devices.

House approves on final reading revised PH flag and heraldic code

The House of Representatives has approved on third and final reading the proposed "Flag and Heraldic Code” of the Philippines, which aims to amend Republic Act No. 8491. 


The lawmakers voted 200-6-1 on the measure or House Bill No. 10323. 


House lawmakers said the amended law was made in light of contemporary changes and to instill a love of the country.


The law would also underscore the importance of complying with standard expressions of respect for our national symbols, they added.


Here are some of the bill's key provisions: 


  • The bill expands the definition of important terms and prescribes the design of the national flag and provides for standards for flag requisition.
  • It mandates the hoisting and display of the flag and expands as well the coverage of government institutions and other places where the flag should be displayed.
  • It expands the coverage on places where the flag should be permanently displayed. 
  • It prescribes the standards on the display of flags in private buildings and residences and on seafaring vessels. 
  • It prescribes the standard protocol when the Philippine flag is flown or displayed with another flag. 
  • It prescribes the proper use, disposal, and replacement of worn-out flags.
  • It provides for the appropriate time for flag raising and lowering as well as the manner of displaying and hoisting the flag. 
  • It prescribes the manner of displaying the flag, including its hoisting.
  • It mandates the observance of flag-raising ceremony in public offices and educational institutions every Monday morning and the flag-lowering ceremony every Friday afternoon.
  • It provides for the mandatory singing of the national anthem during the flag ceremonies in all government offices and educational institutions. 


The revised measure also expanded the coverage of government officials and personnel for whom the flag shall be flown at half-mast as a sign of mourning on the day of the official announcement of the death of any of the following officials: 


  • The president or a former President
  • The incumbent and former Vice President
  • The incumbent and former Chief Justice
  • The incumbent and former President of the Senate
  • The incumbent and former Speaker of the House of Representatives
  • The incumbent and former members of the Supreme Court
  • The incumbent and former members of the Cabinet
  • The incumbent and former members of the Senate or the House of Representatives
  • The incumbent and former elected LGU officials
  • The incumbent school teacher and school administrator


Aside from these, the measure also provides that the flag may be used to cover the caskets of specific honored dead, either mandatory or discretionary for their distinguished service to the nation. 


It also prescribes the appropriate pledge of allegiance and oath of patriotism to the Philippine flag. 


The measure likewise declares the period from May 28 (National Flag Day) to June 12 (Independence Day) of each year as Flag Days during which period all public offices, business establishments, institutions of learning, and private homes are obligated to display the flag, including the following: 


  • April 9 (Araw ng Kagitingan)
  • Last Monday of August (National Heroes Day); November 30 (Bonifacio Day)
  • December 30 (Rizal Day)
  • and on such other days as may be declared by the President or local chief executives. 


It also expanded the coverage of prohibited acts for the inappropriate use, display, and handling of the flag, anthem, seal, coat-of-arms, motto, and other heraldic items and devices. 


NATIONAL ANTHEM


The proposed law, according to the lawmaker, also prescribes the national anthem, its language and lyrics, the manner of singing, and the rendition of the national anthem in accordance with the musical arrangement and composition of Julian Felipe. 


It mandates the Department of Education, Commission on Higher Education and Technical Education and Skills Development Authority to ensure that the national anthem, as adopted by law, shall be committed to memory by all students of both public and private educational institutions, and rendered during the flag ceremony conducted in accordance with the rules and regulations issued by the National Historical Commission of the Philippines. 


The House will submit the bill to the Senate for its approval.

Enchong Dee On Being A Celebrity And Influencer: To Whom Much Is Given, Much Is Required

 As he celebrates his 15th year in showbiz, actor Enchong Dee shares that he constantly reflects on what he can do not just for the industry but for the country.


Actor Enchong Dee is celebrating his 15th year in showbiz, but he remains restless and always wants to know what else he can contribute both to the entertainment industry showbiz and to country.


Dee was an athlete before he became a model and actor. He was part of the swimming team of De La Salle University in Manila and eventually competed in Southeast Asian Games and Asian Games in the late 2000s.


In 2006, he was featured in print and television advertisements until he joined Star Magic, the talent management of ABS-CBN.


Dee was fortunate to be part of TV projects that were a hit like “Lastikman” (2007), “My Girl” (2008), “Katorse” (2009), “Tanging Yaman” (2010), “Magkaribal” (2010), “Maria La Del Barrio” (2011)”, “Ina, Kapatid, Anak” (2012), “Muling Buksan ang Puso” (2013), “Nathaniel” (2015), “A Love to Last” (2017), “The Blood Sisters” (2018) and currently “Huwag Kang Mangamba.” He also did some blockbuster movies like  “I Do” (2010), “The Reunion” (2012), “The Strangers” (2012), “Four Sisters and a Wedding” (2013), “Tuhog” (2013), “Call Center Girl” (2013), “Once A Princess” (2014), “I Love You To Death” (2016), “Mano Po 7: Chinoy” (2016) and “Elise” (2019). Dee was paired with some of the best actresses of their generation like Erich Gonzales, Kim Chiu, Jessy Mendiola, Janine Gutierrez and Jasmine Curtis-Smith.


In recent virtual interviews with OneNews.PH, Dee said it was attitude, more than anything, that could lead anyone to the pinnacle of success. He still remembers, up to this day, the lesson he learned from a senior actor.


“Ang acting or performance ng artista, napag-aaralan, pero ang ugali ng artista, mahirap baguhin so make sure na mas mabuti kang makisama muna and then aralin mo ‘yung craft mo. (Acting and performance can be learned, but the attitude of the artist is difficult to change. It is better to develop good working relationship first and then hone your craft),” he quoted the senior actor as telling him. “Napakaliit ng industriya natin. Iyong mga taong inartehan mo, iyong mga taong pinakitaan mo ng disrespect, ‘yun at’ yun din ang mga taong makakasama mo (We are in a small industry. The people you have shown disrespect are the same ones you will be working with again and again).


Jerome Pobocan, one of his first directors on TV, can attest to Dee’s humility and good attitude towards work – making him one of the country’s reliable actors. “When he was starting, isa ako sa mga una niyang director sa ‘Lastikman.’ Grabe si Enchong noon, pinagsasabay ang pag-aaral at acting at nasa swimming team siya noon. Ngayon, I'm so proud na ‘di lang siya isa sa reliable actors, (I was one of his first directors in ‘Lastikman.’ Enchong was exceptional at the time, he pursued acting while studying and being part of the swimming team),” Pobocan said.


For Pobocan, Dee has “proven himself” to be an asset in the industry.


Do more


Dee shared the business taught him to be more grateful and grounded as an artist and a person. In spite of the success, he still questions his relevance.


"I constantly ask my myself, I constantly ask people in my management, kailangan pa ba ako sa industriyang ito? Mayroon pa ba ako maibibigay (Does this industry still need me? Is there anything more that I can give)?” Dee said.


Dee has also been expressing his views on social and political issues affecting the country.


He is supporting Vice President Leni Robredo, now a presidential aspirant. At the height of the COVID-19 pandemic last year, he went to the Office of the Vice President to donate goods. He also discussed with Robredo the possible assistance he could provide for medical frontliners and other Filipinos whose employment were affected by the lockdowns.


For Dee, it is important for celebrities and influencers like him to voice out their sentiments when it comes to current issues.


“Kailangan nating maitindihan na mas maraming bagay, mas malaking bagay iyong nakasalalay kesa doon sa mga personal nating kagustuhan sa buhay. Siguro nailagay tayo sa ganitong posisyon para magbigay-serbisyo kasi hindi naman pwedeng puro kabig ka lang ng kabig, kailangan nagbibigay ka rin sa community, sa society natin,” (We have to understand that there are many other things that our bigger than our personal wants in this life. Maybe we were placed in this position to serve, because you can’t just keep on taking, you also have to give to the community and our society),” he stressed.


Though he receives a lot of criticisms for sharing his thoughts especially on social media, he considers it as part of being a responsible citizen.


“It is a responsibility. Too whom much is given, much is needed. If you learn, teach, if you have, give,” he noted, paraphrasing Luke 12:48 in the Bible that reads: “For unto whomsoever much is given, of him shall be much required.”


Moving forward to a better version


Asked what made him decide to stay in the business despite coming from a well-off family and being an accomplished entrepreneur, Dee said his love for showbiz really comes deep from heart.


“Staying in the business was always the goal. The decision just followed. It is an everyday decision that you have to make,” Dee underscored.


He revealed that he told his management many times that he had probably done enough and could rest and stay away from the limelight. He believes that the longer the artists stay in the business, the more they need to prove that they are worthy of the spot they are in.


“My handler told me, hindi totoong nagre-retire ang artista (it’s not true that artists retire). Kapag naging artista ka, nandiyan ka na forever (Once you become an artist, you’ll be there forever). Babalik at babalik ka. Yes, mag-te-take time ka pero babalik at babalik ka. Na-re-remind ako kung gaano ko kamahal ang magpakita ng emosyon. Naaalala ko kung gaano kasarap magtrabaho (You will always go back. Yes, it will take time but you will keep on returning. I am reminded of how I love being able to show my emotions and how great is to work),” he said.


Now, aside from his stint in TV shows like “ASAP Natin ‘To” and “Pinoy Big Brother,” Dee continues to develop YouTube content focusing on helping and inspiring entrepreneurs and small and medium enterprises (SMEs).


“Klaro sa akin na iyong content ko ay for business. I want to share to the Filipinos iyong financial literacy. Iyon muna ang gusto kong pagtuunan ng pansin (It is clear to me that my content is for business. I want to share to the Filipinos the value of financial literacy. That’s what I’m focusing on),” Dee said.

NAC and ‘the vision thing’

 AM sure it isn’t easy – being entrusted with the responsibility of charting the destiny of a company worth P80 billion (and counting), with its founder, your very own father, lurking somewhere in the shadows, surely (??) once in a while glancing over in your direction to see what you were up to.


And it sure wasn’t easy, being named Chief Executive Officer in December of 2019… not knowing that a virus was looming on the horizon, one that would cripple the global economy.


“Marunong ang Diyos,” Filipinos love to say, as if they needed to say it. But I guess here is one example when that statement is proven: when I think about it, had I been the one in the situation I am writing about, I would have opted for early retirement and moved to Phuket, Bali, or Alaminos (Laguna).


Martin Antonio Zamora, on the other hand, had no such choice. Or if he did, chose not to escape the responsibility. And so he marks the second year of his “COVID-infused” stewardship of Nickel Asia Corporation, which seems headed to a second straight year of exceptional results.


By the way, I write all these from a front row seat at NAC, where I am employed as a member of its corporate communications team. From this vantage point I have had a good view of many of the processes that its senior management team led by Dennis (the nickname used by Martin Antonio) have gone through to respond to the challenges thrown their (our) way by the virus.


The challenges continue, but so far the company has passed each test with flying colors.


What better metric than to report a profit of P6.17 billion in the first nine months of 2021, a 167% increase over the 2020 figure?


When you are atop a company and are responsible to shareholders, that’s an impressive result to report. But when you are aware that a company has a wider array of shareholders to be responsible to, for whom financial results are merely a means to a bigger (maybe higher) end, then as the man at the helm you push your team to look beyond numbers and craft, embrace and live by “the vision thing.”


Some chief executives don’t get it – not just of corporations but even of countries. “The vision thing” is how George HW Bush seemingly dismissively referred to a view of the future that his presidency would craft, to serve as an inspiration for Americans. Some chief executives may get the need for “the vision thing,” but struggle with the process. Others struggle with the need to communicate it to the rest.


Thankfully for the future of NAC, Dennis skillfully avoided these roadblocks by bringing in an outsider (Pat Mijares, take a bow!) to guide the management team through the process.


And the pandemic worked, too – rather than hauling his senior leaders to the usual corporate planning session in some resort for a five-day getaway, the strategy session ended up as a long-drawn out process, meeting one full day a week for a number of weeks either as a big group or as work teams, with a far more substantial result than one that could have been generated by executives with one eye on the beach and the other on the white board.


(Of course, I suspect that Gina, Angel, Al, Ishi, Rommel, Romeo, Rolly, Rocky, Jun and Ryan wouldn’t have objected to five days in Panglao, El Nido or Siargao!)


I think everyone at NAC can be most proud of its new vision statement, crafted by the management team with word-smithing help from our company chairman Gerard Brimo:


“We strive to contribute to sustainable national development by adopting our ESG roadmap in order to achieve the highest standards in the responsible utilization of our country’s natural resources.”


This may be the very first vision statement of any company in the Philippines that is engaged mainly in the metals and mining/natural resources industry that boldly embraces the global focus on ESG – and at a time when all focus is on Glasgow and COP26 and an even more urgent need to focus on the planet.


All these stemmed from Dennis’ belief that the future of NAC remains bright, that natural resource utilization encompasses renewable energy as well, and that being ranked among the top choices in the country for anyone in search of an ideal ESG investment is an achievement worth attaining – in the next five years!


So now… even if the founder of the company were to throw glances his way once in a while, I think Dennis could just shrug them off and carry on!

(Me? I’d still rather be in Bali!)

Mindanao solon calls for deferment of 2022 barangay, SK polls

A Davao Oriental representative has sought to again defer the barangay and Sangguniang Kabataan (SK) elections set for December 2022 to 2024, allowing incumbent village and youth council officials to remain in office for 17 more months.


Citing “global effects” of the pandemic that will linger for a few years, Davao Oriental Rep. Joel Mayo Almario filed House Bill No. 10425 seeking to postpone the December 2022 barangay and SK elections to May 2024.


“The global effects of the COVID-19 pandemic are expected to stay for a few more years. It is still uncertain as to exactly when it can be contained as medical and scientific studies in search [of] the lasting treatments are still ongoing,” Almario said in the bill’s explanatory note.


Almario filed the measure on Oct. 28, or more than a year before the barangay and SK elections set for Dec. 5, 2022.


The said polls will come seven months after the May 9 national and local elections.


This means that a new set of elected officials from the President down to barangay and youth officials will be installed in 2022 as the country enters its third year of the pandemic.


Almario’s bill seeks to postpone the barangay and SK elections by at least one year and five months to May 6, 2024.


The last barangay and SK elections were held in May 2018, due to a law signed by President Duterte, which postponed the October 2017 polls.


At the same time, plebiscites will be happening on May 6, 2024, along with the barangay and SK elections under the second year of the new presidency when the approval of ratification (not rejection) of laws dividing Maguindanao into two provinces and converting the municipality of Calaca in Batangas province into a component city; local ordinances creating Barangay New Canaan in the municipality of Alabel, Sarangani; and merging Barangay District 1 with Barangay District 28 and renaming Barangay 29 in Ormoc City and proclamation converting Antipolo, Cabanatuan, Cotabato, Pagadian, San Jose Del Monte, and Tarlac City into highly urbanized cities.

Atienza wants full lifting of prohibition on legislators' presence in plenary session

Not only is Deputy Speaker and BUHAY Partylist Rep. Lito Atienza in favor of relaxing stringent restrictions against plenary hall presence of congressmen, but he also wants the prohibition lifted entirely so that all Lower House members can participate in actual lawmaking.


“I really would strongly suggest that if we resume session by Monday (Nov. 8), we should be allowed to sit in the plenary hall. We must now treat the virus as a regular disease that should be avoided without disrupting the way we carry out our responsibilities,” said Atienza in an interview.


Atienza, who is running for vice president in the 2022 national elections, backed the proposal of several colleagues asking the House leadership to open the plenary hall to at least 60 percent of 307 congressmen listed in the chamber’s rolls.


But he wants each lawmaker to be given the freedom to be present in regular plenary sessions.


Earlier, Deputy Majority Leader Jesus “Bong” Suntay (4th District, Quezon City); Abraham “Bambol” Tolentino (Lone District, Tagaytay City) and Mike Defensor (Anakalusugan Partylist) aired the belief that it is now time to allow more lawmakers to participate actively on the floor through their presence in the plenary.


Ang Probinsyano Partylist Rep. Ronnie Ong said plenary hall attendance can even be increased to 70 percent of all Lower House members as long as everybody has received full COVID-19 vaccination.


The four lawmakers also noted that aside from ensuring that lawmakers have received full vaccination, they should also undergo antigen tests whenever they enter the session hall.


“I suggest that we hold regular sessions starting Monday (Nov. 8) face-to-face in actual presence in the plenary. Continuing the session via zoom is a mockery of legislative intent and due process in the making of laws,” the veteran lawmaker said.


Atienza lamented that personal presence in legislative proceedings in the plenary hall has been limited to just 25 House members for over a year now.


It was Atienza who complained about being ignored several times by the presiding officer of a session when he sought a chance to interpellate on a serious legislative issue being taken up on the floor then.


The lawmaker recalled he was not recognized to speak despite hitting the “raise hand” button while he attending the plenary session via zoom conference.


“We might as well go on a long vacation than participate in an exercise that ignores our right to comment on a pending piece of legislation,” he said.


“I resent the attitude of some chairmen who refuse to recognize those who want to speak. They are muted or just ignored. This is not the correct way of ensuring quality legislation,” said Atienza.


The Buhay Partylist lawmaker stressed that observance of virtual sessions should be discontinued as it frustrates legislators from guaranteeing the passage of quality laws, adding that it also prevents them from scrutinizing bills and “looking at the measure word for word, phrase by phrase” to ensure constitutionality, objectivity and fairness once enacted and implemented.

Sam Milby's father passes away

Lloyd Milby, the father of actor-singer Sam Milby, has passed away.


The former "Pinoy Big Brother" housemate shared the sad news in a social media post on Wednesday. 


"Rest in peace dad.... love you," Milby wrote on Instagram. 


The 37-year-old actor did not disclose any details about his father's death.


In the comment section of his post, fans, friends and fellow celebrities left their condolences to Milby and his family on the death of his dad.


Last November, Milby admitted on "Magandang Buhay" that he is worried about family who is based in Ohio. 


"Ang pinaka-worry ko because my family nasa States, may dad kaka-86 pa lang niya. So I've been so worried. I am lucky na kung saan sila sa Ohia it's a rural area hindi sobrang tao but of course 'yung worry na may dad is a bit older na," Milby said at the time.

An anarchy of parties

 IF a stable democracy rests on a stable party system, which abdicate clear and distinct platforms that address current and future issues and prescribe proposed solutions for them, then it should be no surprise to anyone that democracy in the Philippines is as unstable as cryptocurrency valuation.


We don’t have a stable party system because we don’t have stable parties. If they’re not the gangs that Haydee Yorac once called them, they’re at least loose alliances of politicians united by the simple and singular desire to win (or retain) power.


Once a “party member” feels that his chances of winning are no longer served by remaining in the group, he bolts. And has no qualms joining another in the bat of an eyelash.


A quick read of presidential politics is sufficient to make this clear. Manuel Quezon made turncoatism something to be proud of, when he was once said to exclaim: “My loyalty to my party ends where my loyalty to my country begins.” Generations of politicians after him have taken him seriously, although one wonders how many replace “country” with “family.”


Ramon Magsaysay, Ferdinand Marcos, and Fidel Ramos are three politicians who switched parties to successfully win the nomination and the presidency. The first two were initially members of the Liberal Party (LP) but Magsaysay switched to the Nacionalista Party (NP) so he could challenge incumbent President Elpidio Quirino in the 1953 elections, which he did and which he won. Twelve years later, then-Sen. Ferdinand Marcos followed Magsaysay and left the LP to capture the nomination of the LP and defeat incumbent President Diosdado Macapagal in 1965. In 1992, Fidel Ramos bolted the Laban ng Demokratikong Pilipino or LDP to form his Lakas NUCD and then run and win in the 1992 presidential elections. “My loyalty to my party ends…”


Whether it is the result or the cause – or both – Filipinos now almost never identify with a party but with a politician. Parties are just window dressing for the ambitious; they provide a machinery that can go down to the most remote barangays of the country; when needed they can provide warm bodies at rallies, signatures for petitions, and votes for plebiscites or during regular elections. In return they only ask for access, to be able to distribute positions and contracts and funds (maybe not in that order), keeping the traditional way of Philippine politics alive and well and kicking even in the 21st Century. But beyond that?


Platforms, for example? A vision for the future?

This focus on the person and not on the party goes beyond politics; it’s also why many sports fans follow players first before teams. I was a Jaworski fan from the first day I started following professional basketball, and that why I was a Ginebra fan for as long as Jaworski was playing.


But party focus is critical if a democracy is to function in a healthy manner because it provides the citizen voter a roadmap for the future direction of the country, based on the platforms of the parties and the principles on which they are based. A party can be an out and out pro-market, pro individual liberties party, advocating the least interference from government – and that could make you a Republican in America, a Conservative in the UK, or a Christian Democrat in Germany. Those who believe that government must provide a balancing force to market forces and look after the less privileged could be a sympathizer of the Democrats in the US, Labor in the UK, and the Social Democrats in Germany. Then there are the environmentally-focused, who have made the Green Party a force to reckon with in Europe, especially in Germany. And, of course, there are also the anti-immigration, jingoistic parties that appeal to nationalist sentiments that can be found all over Europe – with elements within the Republican Party in the US.


But here in the Philippines? Stop anyone on the street and ask them what the LP or PDP Laban or Aksyon Demokratiko stand for, and chances are they can’t tell you. But they can probably tell you who is the presidential candidate of the party.


Maybe the greatest weakness of political parties here is that parties don’t have party funds to finance political and even educational campaigns. Instead, politicians rely on the ever-friendly tycoons who are always ready to part with hundreds of millions with no strings attached.

Bottom line – for as long as parties are unable to fund themselves and their candidates, they will be unable to enforce party discipline. And for as long as they cannot enforce party discipline, every election cycle we will see politicians turn coats as easily as a millennial change his profile picture on social media.
