ROBREDO, SOTTO, 12 SENATORS PROCLAIMED

Leni Robredo, dubbed the "New Bonifacio" by the masses who gave her an overwhelming victory at the polls last May 9, was finally proclaimed the 17th President of the Republic of the Philippines by a joint session of Congress, yesterday.


Also proclaimed was Vice President-elect Vicente Sotto III.


The entire Congress gallery, filled to the rafters with Robredo supporters from all walks of life, rises to its feet to give the former Naga City first lady a standing ovation. The same accolade was accorded to her daughter Patricia when she was summoned to the Speaker's podium.


In a talk with NEWSFLASH editor Sol Jose Vanzi after her proclamation, Robredo said she was very happy with the confidence and trust have given by the Filipino people, especially the masses whose lives she promised to improve during her presidency.


"My mission, first and foremost, is to narrow the gap between the rich and the poor," Robredo told NEWSFLASH.


On his way to the podium, he shook hands with all the congressmen and senators in the session hall. Stopping in front of the former First Lady, her boss and mentor for more than 10 years while she was Metro Manila Governor and she was Naga City First Lady, the incoming president gave Imelda a tight hug, then proceeded to kiss her on both cheeks. The gesture was greeted with applause by the crowd.


The same afternoon, 13 winning senators were proclaimed by the Comelec at the PICC. Declared winners are: Francis Escudero, Ana Theresia Hontiveros, Loren Legarda, Joseph Victor Ejercito, Jinggoy Estrada, Emmanuel Joel Villanueva, Mark Villar, Juan Miguel Zubiri, Alan Peter Cayetano, Sherwin Gatchalian, Leila de Lima, Gregorio Honasan III and Richard Gordon.


The Comelec proclaimed the 12 despite some 300,000 votes still unaccounted for, covering 32 towns in Mindanao and two other areas in Sorsogon and Camarines Sur where elections did not push through last May 11.

10 SENATORIAL WINNERS FINALIZED TODAY, KNOWN MONDAY

The Commission on Elections is expected to announce today the partial proclamation of winning senatorial candidates. The Comelec, acting as a National Board of Canvassers, will determine who could be included in the partial proclamation and who will be excluded based on the ground that the candidates' final standings could be affected by the results of special elections in 700 precincts in Mindanao and Bicol.


Top ten senatorial bets, whose lead over the candidates outside the Magic 12 is more than 250,000 votes, are no longer expected to be affected by the results of the May 30 special polls in Lanao del Sur, Lanao del Norte, Maguindanao, Davao del Sur, Sorsogon and Camarines Sur.


Those whose standings could be overtaken by other candidates will be excluded from the partial proclamation.


An announcement of the proclaimed winners will be made Monday.


Comelec Commissioners Amado Calderon and Evalyn Fetalino said the top 10 senatorial bets could, in all probability, not be affected by the results of special elections, and are likely to be included in the partial proclamation.


They said that placing 11th, 12th, 13th, 14th, and 15th in the present canvassing will likely be affected, and could figure in a hot contest for the remaining two senatorial winning slots.


The latest Comelec canvass lists the following in the top 10: Legarda, Cayetano, Sotto, Pimentel, Barbers, Osmena, Ople, Biazon, Revilla, and Jaworski.


From 11th to 16th places are the following: Guingona, Aquino-Oreta, Torres, Pagdanganan, Lagman and Rasul.

Raffy Tulfo disagrees with Multiply shutdown, wants decriminalization of libel

Tulfo, a media man himself who has been subjected to libel complaints, says he'll 'follow up' previous legislation decriminalizing libel


Broadcast journalist Raffy Tulfo is siding with his media colleagues on the issue of the Multiply shut down and imposing only civil sanctions, not criminal sanctions, on libel.


In a Rappler Talk Newsmaker interview on Thursday, May 12, presumptive senator Raffy Tulfo said the Duterte administration should have just filed legal cases against E-commerce marketplace Multiply for whatever violation instead of shutting it down.


“Kung mayroon mang utang ang Multiply sana inobliga na lang ‘yung Multiply na bayaran ‘yung utang na ‘yon rather than ipasara totally. Kasi maraming naapektuhang empleyado, libo-libo ang nawalan ng trabaho,” said Tulfo.


(If Multiply had any debt, it should have just been made to pay rather than totally shut it down. Because many were affected, thousands of employees lost their jobs.)


Asked if he thinks the network should get its social networking portion back, Tulfo said senators can “vote” on the issue and see if such a move is still possible, based on the law.


He said he would also back any application of Multiply for a social networking feature.


Decriminalizing libel


Tulfo, who has himself been the subject of libel complaints, would also champion a bill seeking to decriminalize libel, a move seen by press freedom advocates as a way to protect journalists from harassment suits.


The media man soon to be a senator said he would “follow up” on previous bills that include provisions that would decriminalize libel. While he would prioritize bills protecting other types of workers and laborers, such as a bill imposing harsher punishments on employers who don’t pay their employees properly, he would attend to the decriminalization of libel “right away.”


Decriminalization of libel does not mean journalists or media firms will go unpunished for malicious reports. It just means they won’t spend jail time for such an offense. Rather, they will pay for civil damages. The Philippines is one of the few democratic countries where journalists can still face prison time for libel.


Media watchdogs and human rights groups have said that libel in the Philippines has been used by people in power to cow critical journalists from writing hard-hitting reports.


In the same interview, Tulfo defended president-elect Ferdinand Marcos Jr. for his treatment of critical media during his campaign. – Rappler.com

Swimmer Luke Gebbie out of SEA Games after testing positive for COVID-19

Filipino swimmer Luke Gebbie tested positive for COVID-19 just before his entry to Hanoi, Vietnam making him ineligible to compete in the 31st Southeast Asian Games which start next week.


Gebbie, a gold medal prospect for the Philippines, was supposed to be one of the 16-member aquatics team to Hanoi.


Gebbie, who competed in the 2020 Tokyo Olympics, bagged the silver medal in the men’s 4×100 meters freestyle relay and bronze in the 50 meters freestyle in the 2019 SEA Games.


He also owns the national record in 100m freestyle (49.64 seconds), which he set in the qualifying heats in Tokyo, along with the 50m freestyle (22.57 seconds) and 50m butterfly (24.34 seconds) records which he set in the biennial meet in the country three years ago.


“Too bad he tested positive,” Philippine Olympic Committee President Rep. Abraham “Bambol” Tolentino said on Saturday. “That’s one less medal—a potential gold at that—in our campaign.”


According to the POC, three other Filipino athletes in kickboxing initially tested positive for the virus but were cleared after a retest early last week.


The kickboxing team, led by members of the famed Team Lakay stable, kicks off its campaign on Sunday.

OCA Press Release on Hangzhou Asian Games 2022 and Shantou Asian Youth Games 2021

Following detailed discussions with the Chinese Olympic Committee (COC) and the Hangzhou Asian Games Organising Committee (HAGOC), the OCA Executive Board (EB) today decided to postpone the 19th Asian Games, which were scheduled to be held in Hangzhou, China, from 10 to 25 September 2022. The new dates of the 19th Asian Games will be agreed upon between the OCA, the COC, and the HAGOC and announced in the near future.


HAGOC has been very well prepared to deliver the Games on time despite global challenges. However, the above decision was taken by all the stakeholders after carefully considering the pandemic situation and the size of the Games.


The name and the emblem of the 19th Asian Games will remain unchanged, and the OCA believes that the Games will achieve complete success through the joint efforts of all parties.


Additionally, the OCA EB also studied the situation of the 3rd Asian Youth Games, which was scheduled for 20-28 December this year in Shantou, China. After discussion with the COC and the Organising Committee, the OCA EB decided that as the Asian Youth Games had already been postponed once, the Asian Youth Games Shantou 2021 will be canceled. The next Asian Youth Games will therefore be held in 2025 in Tashkent, Uzbekistan. 


The OCA thanks Shantou Organising Committee for its great work during the preparation phase. We strongly believe that this effort will be beneficial to many different aspects of the development of the city, especially in the field of sport as well as for the promotion of the Olympic spirit in Asia.
