Enchong Dee in hiding?
This is the question asked by some, following reports about Enchong Dee supposedly making himself scarce after authorities tried to serve a warrant for his arrest at his last known address in Cubao, Quezon City, Wednesday.
Supposedly, neighbors informed police the actor hasn’t visited the area for some time already.
Veteran showbiz hound Cristy Fermin also reported on the matter, Friday, relating very much the same. But she maintained the place is not actually the actor’s residence. She shared that it is but a “dormitory” or “boarding house” that Enchong owns.
Cristy, however, went on to advise the actor to voluntarily surrender himself to authorities.
“Ito ang pinakamagandang gagawin ni Enchong dito,” she intoned. “Hindi po pwedeng pagtaguan ito…”
“Huwag mong paliitin ang mundo mo, magpiyansa ka,” she added.
The case stemmed from a complaint filed before the Davao Occidental Regional Trial Court by DUMPER Representative Claudine Bautista-Lim in August 2021.
She accused the actor of maligning her name via a malicious tweet.
Enchong was quick to apologize but it was for naught.
A panel of prosecutors approved the case, citing that the actor’s tweet “peremptorily makes the complainant a soft target for heavy criticism and pillory, placing her thereby in a bad light due to such reckless and irresponsible tweet of the respondent.”
As to the actor already issuing a public apology, prosecutors maintained, “calling someone a thief, without proof and with heavy malice, is where to draw the line as this is already libelous.”
Enchong is yet to issue a statement on the matter.

Villar company bags 2 broadcast channels previously held by ABS-CBN
A company owned by Manny Villar has taken over broadcast frequencies formerly held by ABS-CBN Corp., whose application to renew its broadcast franchise was rejected by a congressional committee in 2020.
Business news website Bilyonaryo.Ph said it has obtained documents showing the National Telecommunications Commission (NTC) had granted a temporary permit to the Villar-owned Advanced Media Broadcasting System Inc. (AMBS) to do a test broadcast on analog Channel 2.
The NTC, in a statement Tuesday night, confirmed that it granted provisional authority to the Villar-owned company to install, operate, and maintain a digital television broadcasting system in Metro Manila using Channel 16.
"After the technical evaluation of AMBS request for a simulcast channel, Channel 2 (the paired analog channel in Mega Manila of digital channel 16) was temporarily assigned to AMBS," the NTC said. "This temporary assignment is for simulcast purposes only, and only until the analog shut-off scheduled in 2023."
The NTC order dated January 6 said Advanced Media will operate from 7 a.m. to 10 p.m. at Villar’s Starmall in Mandaluyong City, and that the permit shall be used only for test broadcast purposes.
“The temporary permit does not confer any vested right or interest in the grantee thereof,” said the document signed by NTC Commissioner Gamaliel Cordoba.
Another NTC order signed by Cordoba and deputy commissioners Edgardo Cabarios and Delilah Deles also gave Advanced Media provisional authority for a digital TV broadcasting system using yet another frequency previously held by ABS-CBN.
“It appearing that the applicant is legally qualified, and that the proposed Digital Terrestrial Television (DTTB) broadcasting station in Metro Manila/Mega Manila is technically and economically feasible, in the interest of public service, the Commission hereby grants Advanced Media System Inc. a provisional authority to install, operate, and maintain a digital TV broadcasting system…using Channel 16…for 18 months,” said the order, a copy of which was shown to ABS-CBN News.
According to Bilyonaryo, the NTC sought the Justice Department’s opinion on this.
“The DOJ declared that the digital TV service could be opened to new players like Advanced Media because… the applicability of Memorandum Circular No. 07-12-2014 (which limits digital TV licenses only to those with analog TV operations) has been “altered by the change in factual circumstances”, according to Bilyonaryo.
The circumstances refer to ABS-CBN’s franchise expiration and non-renewal by Congress.
Bilyonaryo noted that Villar’s daughter-in-law, Emmeline Aglipay, was appointed Justice Undersecretary in 2018.
Villar’s daughter, Las Piñas Rep. Camille Villar, meanwhile voted in 2020 against granting ABS-CBN a new franchise.
Forbes lists Manny Villar as the country’s richest person, with interests in real estate, telecom, utilities and media.
The billionaire is a major supporter of President Rodrigo Duterte, and his son Mark was head of the Department of Public Works and Highways before resigning last year to run for a Senate seat in Halalan 2022.

Democracy first
IN A move that many Filipinos may see as surprising, the United States Supreme Court rejected Donald Trump’s appeal that his official papers be protected from the prying eyes of the US House of Representatives, on the basis of “executive privilege.”
Executive Privilege is a legal principle that generally shields the papers, notes, even taped conversations of Presidents from the prying eyes of everyone else, with some exceptions. It is granted to the President so that anyone and everyone dealing with him on matters of state are free to say what they wish to say without any legal ramifications, thus allowing for a more robust discussion of matters at hand.
But it is not absolute, as Richard Nixon found out in 1974 when he was battling the prospect of impeachment before a House of Representatives that was in fact controlled by his Republican Party. The House committee investigating the break-in at the headquarters of the Democratic Party in the Watergate complex of Washington DC had issued subpoenas for documents as well as tapes of conversations in the Oval Office, which Nixon refused to comply with, citing “executive privilege.” The issue had to go to the courts.
Eventually, the US Supreme Court rejected Nixon’s defense and decreed that he had to comply. Instead of doing so, Nixon resigned the office in August of that year, becoming the first and only US president in history to do so.
This time, the House is controlled by the Democrats, the party of incumbent President Joe Biden. The House is investigating the January 6, 2021 assault on the US Congress building (the Capitol) by Trump supporters who were out to prevent the proclamation of Biden as the winner of the November 2020 elections. It was the bloodiest and most serious attack on the Capitol since, I think, August of 1814, when the British burned not only the Capitol but the White House as well.
Of course, the British were an invading, foreign force. The assaulting “force” on January 6 were American citizens who had voted for Trump, who believed he had won, and who had been encouraged by Trump as well to “be brave” and to win back the country that was being stolen from them. And winning back the country meant stopping the proclamation and even “hanging” Trump’s own Vice President, Mike Pence, whose job it was to declare Biden the president-elect.
“Stop the Steal” was the name of the rally held in front of the White House that day.
So it was in many ways not surprising that an inquiry would be launched about the January 6 assault, made to look partisan (or even more so) by the refusal of almost all House Republicans from participating. In keeping with the political and legal processes in the US, when the House could not by its own powers get a party to comply with its orders, it turns to the courts. And so whenever a Trump associate or Cabinet member would be subpoenaed to appear and the latter would refuse, the House committee would turn to a court to issue an order.
Which is what it did with Donald Trump’s papers, because Trump, not surprisingly, refused to comply.
First, in November of 2021, it was a Federal District Court judge who ordered Trump to comply with the subpoena. Reports noted that she was “a Democratic appointee.” Her ruling not surprisingly was appealed to a federal appeals court, which decided on January 6 by a vote of 3-0 to order Trump to comply. Again, reports noted that the three judges on the panel of the US Court of Appeals for the District of Columbia were all “Democratic appointees.”
Naturally, the ruling was again appealed, this time to the US Supreme Court.
SCOTUS, as the highest US court is fondly called, consists of nine justices who have a lifetime tenure. As of today, six of the nine are conservative justices who were appointed by Republican presidents – and three of those six are Trump appointees. The remaining three make up the so-called “liberal wing” and are appointees of past Democratic presidents. From the looks of it, especially to a Filipino, Trump wins, yes?
It was in some respects democracy that won the other day. SCOTUS refused to overturn the decision of the appellate court that had rejected the “executive privilege” claim made by Trump, thus clearing the way for the House of Representatives to obtain his papers from the National Archives. It was a nearly unanimous decision with only one conservative, Justice Clarence Thomas, issuing a dissent. And for the Court the matter was simple: “executive privilege” is not absolute and can only be claimed by the incumbent President.
Biden waived the privilege over the Trump documents, and that was that.
Ideological position or, worse, partisan feelings, had no part in the very clear stand taken by the highest court.
Most important, it is very clear that to a SCOTUS there is no such thing as “utang na loob.”
How often can this be said in the Philippines? But this is not the first time that justices have ruled against the interests of the Presidents who appointed them, even Presidents still in office, and it is what helps keep the enemies of democracy at bay in the United States. And these enemies abound, not only foreign but even local; in fact, these are trying times for democracy in America because it faces assaults from outside as well as from within – including assaults on the right to vote, the fundamental element in any democracy especially.
For SCOTUS, it is democracy first.

TVJ regards Eat Bulaga’s mass appeal for its longevity; noontime show renews ties with GMA Network
Television is a competitive industry and for a program to last for forty-two years on air is no easy feat.
Eat Bulaga is now an institution on the local entertainment landscape surviving cultural shifts, disruptions in the media, including the ever-changing ways of how people access entertainment brought about the fast-paced world of technology.
“It’s the pulse. Even before TVJ, we have a very good sense of what the people want. And through the years, it has developed and has trickled down to the people we work with,” Sen. Tito Sotto told Manila Standard Entertainment alluding to Eat Bulaga being an institution on local television.
“And we are lucky that the people behind the camera also have that kind of pulse, especially the writers. Ika nga, nababasa nila ang pulso ng masa,” the senator carried on.
For Vic Sotto, the show’s mass appeal contributes to its longevity.
“Masarap panuorin ang Eat Bulaga dahil madali siyang panoorin. Kahit nasa bahay ka kaya mong mag-multitask habang nage-enjoy, nakikitawa at minsan nakikiiyak sa show. Madaling panoorin pero may dating sa puso. Kaya nga rin tayo’y Kapuso dahil ‘yun ang pinaka importanteng ingredient sa ating buhay – puso,” said the variety show’s Bossing.
Joey De Leon, on the other hand, playfully claims how the universe seems to conspire Eat Bulaga to remain in GMA for eternity, “Hindi pa seven ang GMA, seven na kami. Mula Student Canteen, nag-Discorama, hanggang sa nabuo kaming Tito, Vic, and Joey. Palagay ko kung may mother of all, Eat Bulaga na ‘yun. Ngayon, at 27 years sa GMA-7, seven presidents na rin ang dinaanan ng Eat Bulaga at tumatakbo tayo sa ating ika-43rd year. Add mo ‘yun 4 plus 3 equals 7. Kaya hindi lang forever kundi 7-ever na ‘to.”
De Leon also added that Eat Bulaga is such an innovative show.
“We follow the trend, and sometime we also set the trend. ‘Yan ang dahilan kung bakit kami nagtagal ng ganito,” he exclaimed.
The Philippines’ longest-running and multi-awarded noontime show continue to bring “isang libo’t isang tuwa” to its millions of viewers worldwide as GMA Network and TAPE Inc. renewed their block time agreement for the airing of the program in a contract signing held Jan.11.
Eat Bulaga has provided Filipinos non-stop fun, entertainment, and public service through its various segments including the well-loved ‘Mr. Pogi,’ ‘Bulagaan,’ ‘All For Juan, Juan For All,’ ‘Pinoy Henyo,’ ‘Little Miss Philippines,’ ‘Bawal Judgment,’ among others. EAT BULAGA RENEWS TIES WITH GMA NETWORK
The Philippines' longest-running and multi-awarded noontime show 'Eat Bulaga' continues to bring “isang libo’t isang tuwa” to its millions of viewers worldwide as GMA Network and TAPE Inc. renewed their blocktime agreement for the airing of the program in a contract signing held yesterday, January 11.
For 42 years, Eat Bulaga has provided Filipinos non-stop fun, entertainment, and public service through its various segments including the well-loved ‘Mr. Pogi,’ ‘Bulagaan,’ ‘All For Juan, Juan For All,’ ‘Pinoy Henyo,’ ‘Little Miss Philippines,’ ‘Bawal Judgment,’ among others. Now, the top-rating variety show is gearing up for a more enjoyable and fun noontime experience for the Dabarkads around the globe still with GMA as its home network.
GMA Network executives showed their full support and excitement to Eat Bulaga’s contract renewal via Zoom.
Present during the virtual event were GMA Network Chairman and CEO Atty. Felipe L. Gozon, GMA Network President and COO Mr. Gilberto R. Duavit Jr, Executive Vice President, and CFO Mr. Felipe S. Yalong, GMA Network Films Inc. President, and Programming Consultant to the Chairman and CEO Atty. Annette Gozon-Valdes, First Vice President for Program Management Department Jose Mari R. Abacan, Vice President for Corporate Affairs and Communications Angel Javier-Cruz, Assistant Vice President For Program Management Department Concie Agnes and Assistant Vice President for Corporate Communications Jojo Aquino.
TAPE Inc. President and Chief Executive Officer Mr. Antonio P. Tuviera and Senior Vice President for Creatives and Production Operations Ms. Jeny Ferre were also present for the momentous occasion.
The lovable and entertaining hosts of Eat Bulaga - Senator Tito Sotto, Vic Sotto, Joey De Leon, Allan K, Jose Manalo, Wally Bayola, Ryan Agoncillo, Pauleen Luna, Jimmy Santos, Ryzza Mae Dizon, and Alden Richards - were all present to witness the contract renewal.
Atty. Gozon believes it is only appropriate that the number 1 noontime show in the Philippines will continue to air in the number 1 television station in the country, "We at GMA Network are honored to have been chosen once again by TAPE Inc. to be the home TV station of Eat Bulaga, their very popular TV program. Many have tried to beat Eat Bulaga, the longest-running number 1 noontime TV program in the Philippines. And if I'm not mistaken, in the whole world. Being the number 1 noontime program, it is only logical that Eat Bulaga is shown on GMA-7 the number 1 TV station in the Philippines. And so, we are looking forward to many more years of mutually beneficial and rewarding partnership with TAPE Inc. in airing Eat Bulaga on GMA-7."
Mr. Duavit, on the other hand, expressed his delight over the solid and steady partnership between Eat Bulaga and GMA Network throughout the years, "Maraming salamat kay Mr. Tuviera, kay Tito, Vic, Joey, at lahat ng mga nasa likuran ng programang kinagigiliwan ng sambayanang Pilipino sa mga nakaraang dekada. Mr. Yalong recounted how dealings with TAPE Inc., Eat Bulaga's management, have always been uncomplicated, "Una sa lahat, ibig kong magpasalamat sa pamunuan ng TAPE Inc. at kay Tito, Vic, and Joey, sa muli nilang pagtitiwala sa GMA-7 para mapanood muli ang Eat Bulaga hindi lang sa Pilipinas kung hindi sa buong mundo. We never had any problems with our negotiations with TAPE Inc. Madalas ang nangyayari naglu-lunch lang kami pagkatapos noon, tapos na rin ang aming negotiations. Ganyan po katatag ang samahan ng Eat Bulaga at ng GMA. 27 years na ang Eat Bulaga sa GMA and this signing will cement our relationship further. Thank you so much to TAPE Inc. family for giving us this opportunity to have Eat Bulaga again in GMA Network."
"Gusto ko lang sabihin na kung may forever, mukhang ito na iyon," says Atty. Gozon-Valdes about the partnership between Eat Bulaga and the Kapuso Network. "Thank you Eat Bulaga for the trust."
As for Mr. Tuviera, he thanks GMA for being the answer to their prayer, "Sa panahong ito, naging sentro ng ating buhay ang ating mga tahanan. Sa GMA, higit pa sa bahay ang ibinigay ninyo sa amin. You gave us a reason to continue our vision on television. Thank you for being our answered prayer every day. Legit Kapuso since 1995. Maraming salamat po sa inyo."
Meanwhile, Abacan claims that dealing with Eat Bulaga has always been a walk in the park, “Napakagaan nilang ka-partner. In the last 27 years, I am one of the blessed people who witnessed how Eat Bulaga transferred to GMA. Until now, napakasaya pa rin kasama ng Eat Bulaga. At nadagdagan pa ang barkadahan, mabawasan man, nandiyan pa rin yung spirit ng samahan. I’m very happy.”
The iconic Eat Bulaga hosts Tito, Vic, and Joey have been with GMA-7 for 27 years, but Senator Tito Sotto believes Eat Bulaga wouldn't be able to reach its 42nd and 43rd year if not for GMA-7, "Maraming salamat sa inyo. Tumulong kayo sa amin at nakatulong kayo sa amin upang through the years Eat Bulaga transformed into public service masquerading as entertainment show. Thank you and mabuhay kayo, GMA-7."
“Sa tingin ko kaya hanggang ngayon ay tinatangkilik pa rin ang Eat Bulaga ay dahil madali siyang panoorin. Kahit nasa bahay ka kaya mong mag-multitask habang nage-enjoy, nakikitawa at minsan nakikiiyak sa show. Madaling panoorin pero may dating sa puso. Kaya nga rin tayo’y Kapuso dahil ‘yun ang pinaka importanteng ingredient sa ating buhay – puso,” says Vic Sotto when asked about the secret to the show’s longevity.
Joey De Leon, on the other hand, playfully claims how the universe seem to conspire Eat Bulaga to remain in GMA for eternity, “Hindi pa seven ang GMA, seven na kami. Mula Student Canteen, nag-Discorama, hanggang sa nabuo kaming Tito, Vic, and Joey. Palagay ko kung may mother of all, Eat Bulaga na 'yun. Ngayon, at 27 years sa GMA-7, seven presidents na rin ang dinaanan ng Eat Bulaga at tumatakbo tayo sa ating ika-43rd year. Add mo ‘yun 4 plus 3 equals 7. Kaya hindi lang forever kundi 7-ever na ‘to.”

PCSO suspends Lotto draws Jan. 10-12 amid soaring infections

Lotto draw operations will be suspended from Monday until Wednesday due to the continuous spike in coronavirus infections in the country.
“Dahil sa patuloy na pagtaas ng talaan ng Covid positive cases sa ating bansa at upang mapangalagaan ang kalusugan at kaligtasan at kapakanan ng PCSO employees mga ahente at ng publiko pansamantala naming suspendihin ang lotto draw operations mula sa araw na ito ika-10 ng Enero hanggang sa ika 12 ng Enero ito'y upang magsagawa ang kaukulang hakbangin sa seguridad ng lahat (Due to the continuous increase in the record of Covid positive cases in our country and to protect the health and safety and welfare of PCSO employees agents and the public we will temporarily suspend lotto draw operations from today 10th January until it is the 12th of January to take the corresponding security measures for all),” the Philippine Charity Sweepstakes Office (PCSCO) said in an advisory Monday.
Lotto outlets, it added, will remain open to those who will purchase lotto tickets for digit/jackpot games, Keno and instant sweepstakes as well the Small Town Lottery (STL) will remain operational under the Alert Level 4 up to Alert Level 1 based on the IATF resolutions.
The PCSO also reminded the public to take care of their tickets as they will resume the catch-up draw operation on Thursday through their website and social media accounts.
PCSO general manager Royina Garma urged the public to keep on patronizing the agency’s products as a large chunk of its revenues goes to charity programs.
The PCSO serves as the principal government agency for raising and providing funds for health programs, medical assistance and services, and charities of national character.

OSG opposes congressional bills seeking to revive ABS-CBN
THE Office of the Solicitor General (OSG) strongly opposed two pending bills that may revive the ABS-CBN franchise, calling these unconstitutional for being unconstitutional.
The OSG said the passage of these bills at the Senate and House of Representatives effectively grant a "hold-over franchise" to ABS-CBN Corporation, despite the expiration of such license previously granted by Congress.
In a position paper submitted to the House Committee on Legislative Franchises headed by Rep. Franz Alvarez, Solicitor General Jose Calida assailed House Bill 7923 authored by Parañaque City Rep. Joy Myra Tambunting and Senate Bill 1530 filed by Senator Franklin Drilon, which seek to amend Section 18, Book VII, Chapter 3 of the Administrative Code of the Philippines, as "unconstitutional and illegal."
"Both bills suffer from legal infirmities which may render the subsequent law as void and unconstitutional," OSG said, warning that "these issues should be raised before Congress lest these bills become law which could lead to grave consequences later on."
Calida's position paper strongly opposing the two controversial legislative measures was submitted by National Telecommunications Commission Commissioner Gamaliel A. Cordoba to the House Committee on Legislative Franchises, which the agency adopted as its own position against the SB 1530 and HB 7923.
Cordoba informed the House Committee on Legislative Franchises that the NTC adopted the OSG's position paper on the pending bill.
Commenting on the two bills, the OSG rejected the proposals for being violative of the Constitution. According to the OSG, the proposed bills disregard the legislative nature and origin of a franchise in contravention of the Constitution.
"The proposed bills seek to provide a 'holdover franchise" to be enjoyed by an entity which has applied for a renewal while Congress is still deliberating on the merits of such renewal," the chief state lawyer stressed.
The Solicitor General lamented that by institutionalizing the system of "hold over franchise" in the broadcast industry, the legislative measures already violate the "settled rule that the privilege to operate a broadcasting station requires a legislative franchise in the form of a law."
Senate okays bill on franchise applications
The OSG emphasized that the practice of "hold-over franchise" poses the danger of allowing a broadcasting entity with an expired franchise to continue using its assigned frequency without a definitive legislative finding that it remains qualified to retain such privilege.
The said policy is also open to abuse because it paves the way for "shrewd broadcasting entities the incentive to delay an impending denial of an application for franchise renewal."
